That is a pretty good description - only observation missing is that Carb Ice can occur at any temperature - the physics of moisture in air and the differences between the air temperature and the DEW point ( when moisture in that air would condense out) are the critical issues. If the Air Temp and the Dew point are close - the potential for carb ice is a significant reality.

I have an old Suzuki LJ80 which has a manual carb heat system - in the middle of the summer during or after a rain storm the car will baulk and refuse to move until I select the "winter" carb range - which allows preheated air off the manifold into the carb to keep the ice out.

I suspect the problem is more likely related to a loose vacuum line somewhere - but carb ice is also certainly a possiblity.
